Use the Settings dashboard and navigation, and see which Settings pages each kind of user can open and change.
Settings holds your organisation's configuration and your own account pages. What you see depends on who you are. An organisation Admin sees every page. Everyone else sees only the pages they can use, and each page they open shows its own title.

Open Settings in the main navigation. The first entry, Overview, opens the Settings Dashboard. The other entries appear in this order when you are allowed to use them:

You can also reach your own pages from the user menu at the top of the screen. Sources opens the organisation's knowledge sources, which are described in Connect and monitor knowledge sources.
The company profile, including the company name, industry and address, is kept with your organisation's company knowledge rather than in Settings. Edit Details on the dashboard and the Company Profile shortcut both open it. Only an Admin can change it. See Maintain organisation profile and facts.

The Settings Dashboard summarises the organisation. It shows only the panels you are allowed to load, so an Admin sees more than other users.

The dashboard reads the same data as the pages it links to. To change something, open that page. The dashboard itself saves nothing.

"Admin" means a user whose Role Assignment on their user page is Admin. Permissions such as users:manage come from roles. You grant a role directly on a user's page, or through a user group. See Create roles and choose their permissions. Billing Manager is a platform role that you assign on a user's page under Platform Roles.

The account class also matters. People with a training-only account see only their own account and notification pages. People still waiting for a seat see only their own account pages. See Manage seats and account classes.
While the organisation setup wizard is unfinished, an Admin who opens Settings is taken to the wizard first. Other users go straight to Settings. See Set up your organisation.

Suppose your quality manager, Priya, onboards new colleagues, and your finance officer, Tom, pays the invoices. Neither of them should be an Admin.
Open Roles & Permissions, then Roles, and create a role such as "People administrator" with the users:manage permission.
Open All Users, open Priya's page and give her that role. Priya now sees User Management and can invite, edit and disable users. She does not see SSO Configuration or Roles & Permissions, and she cannot change organisation policies.
Open Tom's page and give him the Billing Manager platform role. Tom now sees Billing & Payments and the subscription panels on the dashboard, and nothing else in Settings that he did not have before.
Both changes take effect within seconds.
